A team of GEL consultants is creating the Comprehensive Plan for the Crook County Park and Recreation District. As a locally based company, GEL understands the need for planning projects is being driven by growth. With the current rate forecasted to continue, a twenty-year park and recreation Comprehensive Plan will give the District the basis to thoughtfully consider options for the future. This effort will also provide the District with the tools to build on the existing services, and strategize for meeting the needs of the community.
City of Prineville, OR - Chief Financial Officer
GEL partner Andy Parks is serving as the contract Chief Financial Officer of Prineville, Oregon. On an outsource basis, Mr. Parks provides CFO level assistance to City including monthly review of financial reports, accounting inquiries/advice, budget development and managing ongoing budget issues, performance measures, investment of idle funds of City, risk management, financial software implementation assistance and advice, quarterly report to and attendance at City Council and/or Budget Committee meetings, strategic planning, mentoring and coaching finance staff and other services as desired by the City consistent with CFO related responsibilities.
Roseburg Regional Airport, Roseburg, OR - Business Plan
In a continuing collaboration with Century West Engineering (CWE), GEL Oregon is providing the financial and operational understanding of small airports to the City of Roseburg for the Roseburg Regional Airport Business Plan.
The result of the multi-disciplined team is a business plan that is comprehensive in its review and application of business principles. This will be the second comprehensive business plan for a general aviation airport in the northwest region created by these partners.
La Pine Park and Recreation Board, La Pine, OR - Comprehensive Plan - ADOPTED
GEL Oregon Inc. is creating a comprehensive plan for the operation, planning and management of the La Pine Park and Recreation Distirct (LPRD). The Plan will guide the establishment of affordable recreation programs and facilities to accommodate the needs and desires of the total community, while preserving its natural resources and beauty. The comprehensive plan would focus on the first five years of organizational development with a detailed work plan to accomplish specific goals identified during the planning process. In an additional three sections, organized in five - year increments, the plan would include longer-range goals, prioritized in order of importance to the community.
Pearson Field, Vancouver, WA - Business Plan
Century West Engineering (CWE) formed a three firm team to prepare a business plan for Pearson Field. Pearson Field is owned and operated by the City of Vancouver Washington. CWE leveraged its general aviation planning expertise with the economics expertise of Gene Leverton and the financial and operational understanding of small airports of Andy Parks of GEL Oregon, Inc.
The result of the multi-disciplined team is a business plan that is comprehensive in its review and application of business principles. The effort is anticipated to be truly the first comprehensive business plan for a general aviation airport in the northwest region.
An executive summary of the consultant team's findings is provided and public comment is sought on the findings through August 31, 2004. A final draft of the complete business plan will be provided to the City of Vancouver by approximately September 30, 2004 and will be available on this site.
Cities of Fairview, Troutdale, and Wood Village, OR - Fire Service Evaluation
GEL Oregon, Inc. was selected to perform a fire service evaluation for the cities of Fairview, Troutdale, and Wood Village. The three communities currently contract for fire services with the city of Gresham. Gresham city residents are voting in March 2005 whether or not to annex to Multnomah Rural Fire District Number 10. Local leaders in the tri-city area are being proactive to determine their options. The effort involves evaluating a study previously completed and performing additional analysis for various alternatives.
GEL members performing the evaluation include Ron Oliver, Fire Chief for the City of Redmond, Oregon and Andy Parks, founder of GEL. Mr. Oliver brings nearly 30 years of fire service operations and management experience and Mr. Parks nearly 20 years of local government finance and management expertise to the project.
